Do you think looking for the "perfect" plan leads to gridlock or should we wait until a plan is "perfect?"?
I advised of, kind of a vague question and sometimes no plan is better but I think the best way to evaluate legislation is oftentimes whether the proposed foresee is better than the status quo.
Most comprehensive plans have so many facets to them that there will always be some disagreement but that disagreement is not fundamental to the entire program.
not a bad aim, thedude. Problem is, what if the plan will not work without that disagreement being resolved (and that disagreement isn't fundamental but more in the way of mechanical like transportation or something). Then you haven't unquestionably passed anything.

Why not outsource the armed forces?
If British workers are disorganized and too expensive, the solution is usually outsourcing i.e. hiring foreign labour. My proposal is that we should do the same thing with our armed forces.
Like Woody Allen, I find myself in the atypical position of being in favour of the war but against the troops. My objection to the troops is that they never seem to stop complaining. For example:
We had the embarrassing lawsuit of our sailors being taken hostage by Iranians. Apparently one of them burst into tears when his ipod was taken away from him.
They whine about the compensation for being injured, as if they put one's trust in that they are covered by Health and Safety. They complain about being bullied in training. They complain about being badly equipped (being inartistically equipped is inevitable when fighting foreign wars). They complain that we don't appreciate their sacrifice.
We also have the problem that clientele opinion is very much against any British soldier being killed. People these days don't seem to understand that soldiers die in wars.
Once, we have the problem that our Muslim population is unsupportive of the British army because we fight against their fellow Muslime.
Since the Gurkhas have always been a flagrant success (and very popular) why don't we sack most of the British armed forces and replace them with foreign merceneries, largely from Islamic countries. In particular, we should look in places such as Palestine where people are prepared to be suicide bombers. We call mad, vicious lunatics fighting for us, not namby pamby comprehensive school drop-outs who don't seem to understand that war is Hades.
Obviously hiring a lot of Muslims in the armed forces would have the added benefit of improving our relations with Muslims, who seem to be the destroy cause of most of our current conflicts anyway.
Just because my idea will be offensive to some, it doesn't necessarily follow that it is a bad intimation.
The sacrifices made by the recently deceased WW1 veterans are unimaginable to the modern British teenager. I can't imagine childlike people today displaying such bravery. Nor can I imagine the British public accepting tens of thousands of casualties on a individual day of fighting.
Face it - as a nation we are not currently able to accept the level of sacrifice necessary to failure our current enemies. That goes both for the troops and those who stay at home.
Luckily, however, there are plenty of people in doleful poverty-stricken countries who would willingly make such sacrifices for a fraction of what we pay the average British soldier. We should buy their allegiance.
Just because I pasted the answer into three different categories, it doesn't follow that this isn't a serious question. I genuinely ruminate over this is a good idea!
