How to get from JFK Airport to LGA Airport?

Hi all~ My confrere and I will take different airplanes to get to NYC JFK airport around the same time (around 9pm). We arrive in different terminals (1 and 4). Anyone suggests a method for us to go to LGA Airport together?!

So another thing to ask is that where is the luggage claim in JFK Airport? All the travellers get the luggage at the corresponding screen or all together at somewhere?
My friend and I arrive at different times (40 min) and different terminals. If the early one waits for the later, can she get her luggage on at the same time? If not, we may have to take the Airtrain on one's own and meet at Jamaica. It seems that we can buy Metrocard at the Jamaica station and pay for the Airtrain before the exit, and then transit to the underpass. Can we wait there? Does the ticket have using-time limited?
Kind of complicated but really constraint help!!

If I am transferring flights with the same airline, do I have to take the luggage in between connection?

I am transferring in Atlanta (flying from Chicago) flying with Delta Airlines the whole rhythm. When I get off the plane in Atlanta, do I have to take my luggage or will it be taken care of for me?
From ATL I'm flying off to Mexico also with Delta Airlines...

am i allowed to buy ijji cards in NY and bring them to Canada?

Makeup in carry-on bag?

I'm flying to Minnesota tomorrow. I'm not checking any luggage, I'm bringing all my grit in my carry-on. I have some makeup that I need to bring with me. Do I have to put all of it in a ziploc bag? Or just liquids (also, does that include powders)? I understand each container can't be more than 3oz., and I've already checked and they're all under that. Thanks!
